Not that it makes that much difference, but I think i'd prefer it the
other way around; only add the zone to the queue if it isn't in there
already, otherwise update the parameters (if any; if there is only the
'load this' hint in the queue, ignore the update if it is queued already).
Would need another lock, but in this case i'd be even less afraid for
contention than for the other one.
