Per my discussion with jinmei on jabber, I have reverted the library 
versioning change and we will release with conflicting name (but okay 
for now since no known version conflicts, that is BIND 10's libutil.so.0 
versus glibc's libutil.so.1).

We should handle this correctly before next release.
