[bind10-dev] a strawman proposal of generic statistics spec

We have in fact gathered some data about users statistics needs, some of
which I shared with the team, but it was a long time ago. We could dig
it up again. I think that the separate thread is a good idea, as long as
we don not lose track of it. I am taking an action to dig up the user
data we have and share it with the team.
