=> many possible reasons:
- simplicity (i.e., one include style, no <> and "" mix)
- alignment on the bind 9 coding style (i.e., reapplying the unknown
reasons which made this choice for bind 9)
- no real definition of the "" behavior in the official standard
(loose as there is no known-counter examples :-)
As a French the first one is IMHO the strongest one (i.e., KISS :-)
