The cout statements had been added to the code for debugging purposes
mainly. Removing it is considered internal thing. I would skip this one.

So far neither DHCP server nor perfdhcp is making use of this yet but it
is the change in the common DHCP libs so it may be considered external
API. I think we can add changle log for this.

Yes, this is test case only. I would skip changelog for this.
