I kind of assumed we would do many segments from the beginning (one zone in
each, possible more zones if they are small). But I don't remember the reason
for assuming so, therefore I can't back it up by some actual argument. Maybe
just if we wanted to support views by having multiple Auths with different set
of zones each, we could just pick the right segments in each auth instead of
creating the complete mapping for each of them, but that's far-fetched, since we
don't know much about views support.
