 If msgq is already running and you run it again, the second instance will
 remove the socket file before it exists.

 Existing msgq still works (I assume file is removed but was still open).
 Anything else that needs to attach to it will fail though -- like if
 something died and bind10 restarted.

 Do not remove the msgq_socket file in this case.
