#434: running cfgmgr when already running overwrites configuration

 b10-config.db is overwritten when cfgmrg exits.
 If bind10 was already running, and got ran again, the existing cfgmgr gets
 overwritten. I guess since never was loaded, it gets overwritten with
 default (simply the version number).

 This was not a problem for me as the new config changes were not seen by
 running cfgmgr so not sent to anything. And when existing cfgmgr exited
 cleanly it had overwritten the configurations again with its known
 settings.
