Comment:

 apart from the move of the two functions to lib/util (and the addition of
 a few tests), I also updated some of the original test calls (changed
 TEST_F to TEST as the fixture wasn't used at all).

 This change also introduced a number of now-failing indirect dependencies,
 which the final commit addresses in the old way. I did find the problem
 here, see my messages to -dev;
 https://lists.isc.org/pipermail/bind10-dev/2011-August/002535.html, so if
 we get that fixed soonish, the last commit can probably be reverted.
