 Make the dependency on SQLite3 optional. ./configure should not fail if
 sqlite3 is not found.

 This also means that b10-auth, b10-xfrin, b10-xfrout, b10-loadzone, and
 b10-zonemgr need to use an abstracted data source backend. This depends
 on:
 #368, #374, #375, #376.
