Comment:

 Okay I changed a bit more than originally thought; commit
 5a036f8ab292416108803cf9b8c20a10e6e0caff

 It now only calls shutdown/setup if configuration changes (initial setup
 is considered a change), and shutdown is ignored if setup has not been
 called earlier.
