Comment:

 IXFR over UDP does not work. For example: dig ixfr=<nr> +notcp results in
 a FORMERR.

 Logging shows: DEBUG [b10-auth.auth] AUTH_AXFR_UDP AXFR query received
 over UDP

 Note that the logging wrongly says AXFR even when IXFR.

 Also FORMERR may be the wrong response (if IXFR over UDP is not
 supported).
