 We don't plan to support IXFR over UDP in a foreseeable future.

 The right solution for the foreseeable future is to have b10-auth
 return an appropriate response that causes the IXFR client to fall
 back to AXFR.  (BIND 9 returns a single SOA response.  We could do the
 same, but if even that is too much for our simplified b10-auth maybe
 NOTIMP is a better one).
