 This is a follow-up from #1577 (so putting it to next-sprint-proposed
 right away). The tests there use the mock accessor only. It needs to be
 enabled for SQLite3 data source as well.

 To do so, it should be enough to fill the NSEC3 data into the database on
 startup as well as the other data (and implement the method to put the
 NSEC3PARAM into the zone) and to make the `findNSEC3` test templated by
 the accessor, like the most of the tests in `database_unittest.cc`
