 I'm not sure what "the method to put the NSEC3PARAM into the zone" means.
 NSEC3PARAM
 is no different from other types of RRs in terms of which namespace
 (normal or NSEC3)
 it should reside.  So I don't see the need for a new method specific to
 NSEC3PARAM.
