 If the message contains `'needs-answer': true` in the header part and it
 is not
 possible to deliver the desired recipient (for example if there's no
 recipient
 matching the address specification, but other errors could be possible,
 both
 now and in future), the msgq needs to send an error response to the
 sender.

 As the #1923 makes addressing more complicated and this needs to know if
 there's a client of a matching address, it may be better to do this after
 #1923.
