 The ClientList class currently does not honor the 'cache' option of data
 sources. Depending on the value, we need to create an in-memory data
 source, preload some zones to it and put it into the same DataSourceInfo
 as the data source client itself. We want to have some kind of fake/null
 zone placeholders that can be placed into the cache to represent zones we
 know exist, but are not loaded to memory. These will be used to identify
 which zones are available in the data source.

 We need to modify the matching to take the in-memory cache into account.
