 For the initial version, I'd suggest starting with all/none and
 in the case of "all" requesting the admin to list all them by hand
 explicitly.  It shouldn't be much different from porting the current
 practice, so for the migration purposes it should be sufficient.

 We can then extend it, maybe even after the in-memory scalability
 work.
