 Thanks for the review.  I've unified them to "denied" (since it's the
 one used in the corresponding BIND 9's log message).

 I also made one small fix: adding .libs path for distcheck on macos.
 This should be a trivial change, so I've simply committed it to the
 branch and then merge.

 The latter half of this task was moved to a separate ticket, so
 I'll close this one.
