Comment:

 Following the decision to make libdhcp++ a stand-alone library and so not
 tied to the logging system, this ticket has been reduced to adding logging
 to the b10-dhcp4 and b10-dhcp6 programs.

 One small additional change made to the DHCP4 server was to inhibit the
 sending of a packet if the call to "pack()" failed (in dhcp4_srv.cc).
 (This was the code in the DHCP6 server and it appeared to be an omission
 in the DHCP4 server.)

 As the servers are still just basic frameworks, I don't plan to add a
 !ChangeLog for this fix.
