 I did an informal poll to see what should be default logging.
 https://lists.isc.org/pipermail/bind-users/2013-January/089540.html

 The majority believes that the BIND9 default of using syslog is a good
 default choice.

 This ticket is to change the default in
 /src/bin/cfgmgr/plugins/logging.spec and comments in b10logging.py and fix
 documentation and lettuce (and other tests?) to use syslog by default.

 It would be useful so we can have a consistent startup method. As for now,
 the output goes to console so packagers/users will need to define their
 own way to handle this.
