 For some reason the v4 version of selectSubnet() is very simple and there
 are no tests for it. See appropriate comment in dhcpv4_srv_unittest.cc:

 /// selectSubnetAddr, selectSubnetIface, selectSubnetRelayLinkaddr,

 Subnet selection based on interface name should be implemented.
