Comment:

 The code is ready for review. The following hooks have been implemented:
 pkt4_receive, subnet4_select, lease4_select, pkt4_send.

 Developer's Guide has been updated. Also couple minor mistakes in DHCPv6
 docs were fixed as well.

 Hopefully, this code mimics all changes done in #2995 (currently merged).
