New description:

 Once #3203 is implemented, the packets will be segregated to classes. This
 ticket is about using that class information when choosing subnets.

 One specific use case is to allow cable modems (docsis class) and eRouters
 to be in separate subnets.

 Note: Due to high conflict likelihood with #3242, this ticket covers both
 client classification and relay configuration in subnets, but only
 classification is currently used. The relay information is ignored. It
 will be implemented in a follow up ticket: #3322.

 Note: There is a follow up ticket (#3275) to extract cable/docsis specific
 operation to external hook library.
