Comment:

 The following features has been implemented:
 - client class configuration in subnets
 - relay information configuration in subnets
 - client classification logic
 - several cosmetic fixes in BIND10 User's Guide (which were
   too small for a stand alone ticket)

 What was not implemented (moved to #3322):
 - usage of relay information configuration

 Please review. This ticket implements the results of a discussion
 we had recently about client classification. I was considering
 whether the conclusion of that discussion should be converted into
 a design document, but we already have #3307 that is deferred
 until after 0.9-beta.
