 Under 3341, udpates in a given direction were made configurable by whether
 or not there were any DDNS domains defined for that direction.  An
 improvement on top of that would be to add explicit
 flags to enable or disable a given direction.  This would allow toggling
 updates on or off, while leaving domain configuration in-tact.

 This will require adding values to the appropriate parsers, unit tests
 etc.
