 This should be probably be done at the directional level as well as the
 individual domain level.

 A direction is globally disabled if there are no DDNS Domaians in that
 direction OR there are
 but DDNSDomain.enabled is false.

 A DDNS Domain itself is disable if there are NO DNS servers for it or
 DNSServer.enabled is false.

 This is allows a lease to be granted for a zone that has forward DNS but
 does not want reverse DNS.  You would define the reverse domain for that's
 zone's address but give it NO
 servers and/or disable it
