 In order to ensure cleaner, more reliable testing it would be extremely
 helpful to be able to replace CfgMgr singleton instance with a newly
 created one.  With increasing complexity of configuration of the servers
 that use this class (Kea4,6, and D2), it is increasingly error prone to
 "reinitialize" CfgMgr to known state for testing.
