Comment:

 This has been updated now.

 A bunch of tests have been disabled in xfrout and xfrin because they try
 to construct RRsets with multiple SOA RDATA. I am wondering: because we
 use it so extensively in testing (and there are checks in other places for
 presence of multiple SOA during zone loading, etc.) should we relax this
 check just in the SOA case?
