Comment:

 I have to ask, is it valid or meaningful to have multiple SOAs?
 Specifically 1) Does the protocol definition support it? 2) Is there a
 valid use case for it? 3) Is is something a well-configured server is ever
 likely to give in a response?

 My personal feeling is that we should either be exactly as restrictive as
 bind9 (no more, no less); or have no restrictions, and allow the user to
 construct whatever response they want, even if it might confuse the
 requester.
