New description:

 This task is to add ./configure time options to select features to build
 and install.

 For example, DHCP only does not need botan.

 I am fine with changing experimental-resolver to resolver.

 I made one change:
 2464c7fdee9af6c025c2807d9c67ab541ba7d08e
     sorted the individual components in the help string
     and changed dns_libraries to dnslibs

 I am taking this ticket for further review. I will provide feedback when
 done testing all options.
