Announcing dhcp-3.0rc1

This is the first release candidate for the 3.0 release.  If there are
no showstopper bugs, it will also be the last - we will add some
documentation, but no new code.  Please give it a try if you can, and
let us know how it goes.  If you find bugs, you can report them to
dhcp-bugs at isc.org.   If you just have questions, please refer them to
dhcp-server at isc.org or dhcp-client at isc.org (relay questions go to
dhcp-server).

Thanks very much to everybody who has participated in the beta test -

		Changes since 3.0 Beta 2 Patchlevel 24

- Went over problematic failover state transitions and made them all
  work, so that failover should now be much less fragile.

- Add some dhcpctl and omapi documentation

- Fix compile errors when compiling with unusual predefines.

- Make Token Ring work on Linux 2.4

- Fix the Digital Unix BPF_WORDALIGN bug.

- Fix some dhcp client documentation errors.

- Update some parts of the README file.

- Support GCC on SCO.
