This adds an additional fix for the spinning problem I thought I'd
fixed in 3.0b2pl21.  I think I have it this time.  I also not have a
solution for the reported hlen == -1 problem, and I'm not sure yet
what the impact of this problem might be.

- This time for sure: fix the spin described in the changes for pl20.
