Order of include file directories?

Hi Ted.

I am wondering about the order of include files.  On my system, bind
8.2.2P5 installed my /usr/lib/bind/include/isc/list.h does not include
an ISC_LINK struct.  The isc/list.h included with DHCP does.  Which
should be used.  Of course I understand which should be used to make
things work, but what is your intention.  Right now my Makefile.dist in
(say) common has:

INCLUDES = -I.. $(BINDINC) -I../includes
