Order of include file directories?

The problem isn't $(BINDINC) - it's BIDNINC=/usr/local/include.   So
I'm a bit surprised that you're still having trouble.   Can you verify
that BINDINC gets set to something if you do a ./configure
--with-nsupdate with the latest anoncvs sources?
