Both Nominum's DCS product and Cisco's CNR product will handle this  
many subnets.   ISC will too, as long as you don't expect it to go  
very fast, but Nominum's DCS is aimed more at the really big  
installation market, and I think maybe CNR is as well (I don't have a  
lot of experience with CNR, but do with DCS, since I work for  
Nominum, not Cisco).   So at least in Nominum's case it's explicitly  
intended that it perform well with a configuration like the one  
you're talking about.
