I don't know. But please tell us if you find one.

http://udhcp.busybox.net/ is more from the embedded world.
http://users.accesscomm.ca/docsis_server/ has a DHCP server (and other
probably less interesting stuff for you) which uses MySQL as backend.

Please tell your experiences if you tried them.
