  You missed the point --- you didn't decide. It just happened...

  Let's say that I turn on my redhat desktop on your network, and typed:
	yum install dhcp-server

  by mistake, instead of:
	yum install dhcp-client

  and then start it. By being cautious in this state of
mis-configuration, my screwed up box doesn't instantly toast your
network.
  More particularly, this happens regularly in hotspots, ietf meetings,
etc.
