how is the client identifer used in other DHCP servers.

    The DHCP says the client identifier is "an opaque key, not to be
interpreted by the server". While I cannot say what other DHCP servers
do and do not support, it is fair to say that any that would not accept
a "type code" of zero (or anything else for that matter) is broken as
a general DHCP server.
