Once the hosts have their initial lease, which they get via the dhcp
relay, they need to be able to communicate directly with the dhcp
server. In the last dhcpd.conf that you posted a link to you had two
different routers, 10.0.0.62 and 10.0.0.87 on that subnet and some
hosts used one and some the other as the default route. You need to
ensure that all your hosts have sufficient routes that they are, for
example, able to ping the dhcp server.
