An alternative to null-ing a global WINS setting would be to use 
group statements, I think.  You could move the global 
netbios-name-servers ip-addr; statement you're using at the moment 
into a group which contains all the subnets that need a WINS 
server--overriding that setting within subnet declarations as 
required--and have another group for the subnet which doesn't need a 
WINS server.
