Automatic Private IP Addressing (APIPA)

automatically choose an IP in the range 169.254/16 by pinging (a ping?)
the network and finding a free address.  It'd be poor man's dhcp if
dhcp was expensive to implement, but doesn't set up default route,
domain, nameservers, etc.  Nevertheless if you were examining one
broadcast domain and you added a route on the broadcast domain's gateway
to the 169.254/16 subnet, you would probably be able to do it that
way.
