Unable to add reverse map ... timed out

I've been racking my brain over this one for a week now.  I'm hoping
someone can help me with this one.

We have a private VLAN setup and are working to implement VoIP using
Trixbox.  Our server is Trixbox (CentOS 4.4) with Kernel
2.6.9-34.0.2.ELsmp  I am setting up BIND and DHCP so the VoIP phones
(configured with their extension number as the hostname) will get an IP
address from the DHCP server which in turn will update DNS with that
address.

I've updated to DHCP 3.1.0a3 and BIND 9.3.2  Attached are my config
files and logs.

DHCP successfully updates the forward record for the phone
(x500.spherion-schulte.com as 10.100.2.5).  However, when it tries to
update the reverse PTR, it times out:

I can't figure out why this is happening (or not happening I should
say).  I'm new to Linux so it has been a real battle even figuring all
this out.  A great deal of what I have configured is copied from various
tutorials & messages I found on the Internet in trying to get this
working.  It really does seem simple enough except for this one issue.
