DHCP Client retransmission in Renew State

Hi,
Iam using the DHCP client version 3.07. As per RFC 2131, the number of
retransmissions in renew state is 2. ( RFC 2131 : In both RENEWING and
REBINDING states, if the client receives no  response to its DHCPREQUEST
message, the client SHOULD wait one-half of the remaining time until T2
(in RENEWING state) before retransmitting the request)
 
But I believe the same retransmission mechanism is used for Request
messages in all states in the code. Am I missing something in my
understanding? 
Am I using a RFC compliant version for retransmission counts in renew
and rebind states??
 
Can some one please clarify?? Thanks.
