slightly confusing release notes

Hi Alan

              I was thinking that 3.0 serves as the base release for 4.0 so
by fixing a bug in 3.0 , it gets automatically fixed in 4.X . Since you say
that both are seperate branches it makes sense that the bug can be fixed in
2 seperate releases.
