That's correct, we intended to provide a way to configure different
values in a later version.

That's also correct, we currently hardcode the IAID to the last 4
octets of the MAC address.  We intended to provide a way to configure
explicit IAID's when providing "multiple state engine" support (the
ability to run multiple DHCPv6 clients on one interface, rather than
as now, one per each interface).

Yes.  These are "future features."
