Upgrade from 3.1.0 to 4.1.1

O.K. i figured it out. the problem was because of the pid-file. it
seems both instances were accessing the same file causing the second
DHCP to think that there is a running instance in the same interface.
i just specify different pid-file for each instance and it starts
working. to remove the the warning of "Multiple interfaces match the
same ...." i just specify the local subnet as:

subnet 89.211.2.213 netmask 255.255.255.255 {}
and
subnet 89.211.2.214 netmask 255.255.255.255 {}   to the other one

i'm not using them for local IP assignment so it should be fine.
