config help - scaling problem

Hey all,
I'm trying to see if the changes in 4.20a better fit my environment as indicated below, but I'm having trouble finding any documentation on what syntax I should be using. I looked in dhcpd.conf, dhcpd, and dhcp-options. Is there somewhere else I should dig?

How can I get more details on this semantic? Does anyone have an example of how I define this? I'd like to, as was suggested, not care about keeping state in the leases file and match on option agent.circuit-id to tie a host to an IP. Today I'm doing that by defining a class, matching if the option 82 = somestring, defining a pool within my shared-network->subnet declaration with a single range of 1 IP address, and finally allowing only members of the aforementioned class.
 
Please explain what I can do to remove my dependency on the leases file and/or simplify my host to option matching methodology - thanks!
