Client is not issuing DHCP Release message after the specified Lease time???????

hi all,
I have downladed the ISC DHCP-4.2.3 open source code and I am testing dhcpv4 in that.
using that package , i started communication between client and server.
Client can server able to communicate using Discover , offer, Request and Ack messages.

In dhcpd.conf file , i have done some changes.
In that conf file,
default lease time 3600;
max-lease-time  7200;
and i have changed to
default lease time 10;
max-lease-time  20;
After the mentioned 20 seconds, Client is not sending DHCP release message, Instead its again start sending Message from the beginning like discover,offer,request,Ack.
My problem is client not sending DHCP release message after the (max-lease-time 20).
I would like to know when we can able to get DHCP Release message.
I would like to know how to get the Dhcp release message by changing the conf file.
Please let me know what should i Change in the default conf file.
