A subnet declaration is required for each subnet even if no addresses
will be dynamically allocated on that subnet.

This means you are required to have a construct similar to:

subnet x.x.x.x netmask x.x.x.x {
       }

Just declaring the subnet that your DHCP server lives on.

I am configuring a dhcp server for multiple remote subnets, all coming
from dhcp relay's on a router. I don't need or want to configure a
subnet declaration for the network local to the dhcp server.
Is there a way, other than putting the subnet statement without a pool
to do this?
